Moron dwarf won't equip a weapon

I have axes to spare, they aren't forbidden.  Why won't my recruit pick one up?  The other recruits did :(

The uniform tells him to equip the axe.  The other two squads, and his two friends have all picked up their axes...

Anyone have any hints?

Have you waited a while?  Dwarves aren't the quickest thinkers...

Does he also currently have both hands, or does he have nerve damage?

Did you assign a specific weapon? Or just your axes in general? You might have assigned a single axe to multiple people (That is possible, right?)

Maybe he has not have enough time to equip it yet. Is he training, or working?

Yes.  I've given him some time.  He's completely unhurt.

I've had this happen in a different fort, but just renamed him "Moron" (after setting his only uniform to the battle axe, he stripped naked, but still wouldn't get an axe) and recruited someone else.  However now that it has happened again, I am curious if there is a way to fix the issue.

If the dwarf is a woodcutter then he won't equip it. But maybe I'm wrong.

OK, I found a combination that worked!

I removed him from the squad completely, then added him back in.

Deactivating the squad hadn't worked, but thanks to you guys, I kept trying to think of other ways to get him to take time off to change his equipment.
