Ah. Looking into that, as I had noticed myself that I couldn't see it, anything listed in the patch notes with a ">" next to it means that it is planned for the next released patch.
Thusly, it appears that the kill count win condition has not been added yet, but is planned for the next patch release.

Doing the regular soulstorm campaign as Guard don't play a lot though). On the D eldar stronghold mission you have to fight your way to a spot in the middle of the map with starting forces before you can build your base. Then quickly after that their superheavy skimmer comes to raid your base, but retreats after taking like 10% damage. So of course, I used curse of the machine spirit to disable it, quickly surrounded it with guardsmen, then then shot it down like the dog it is. Oh, did I mention that taking out that skimmer was the map's wincondition? Yeah, easiest stronghold win I ever had.
