I'm thinking the dwarf is just lazy, a personality trait which causes him to get food or drink as soon as the need arises rather than coping with it for a while until the job is done and because it's a long one he'll be hungry/thirsty/tired whatever half way through even if he's had everything he needs not long before, I'd just get a less experienced but a harder working chef.
