Computer freezes

My PC freezes up, then starts to emit a high-pitched whine if I try and load DF and Internet Explorer at the same time. I have Windows Vista. I think it's a hardware problem, but if anyone knows another way please let me know. It's happened twice so far, once when I tried to go back to the main page on the wiki, once when I was loading DF and IE at the same time. I'm forced to turn my PC off at the power, which was what destroyed my last PC.
