Black borders around my Games

So, yesterday I reinstalled windows 7 on my dell studio 1745 laptop. It worked perfectly with my games beforehand, but now whenever I boot up a game in anything lower than the perfect 1600x900 resolution a black border will appear around a smaller game window. Before, I could easily run team fortress 2 in 800x600 and it would simply stretch to the screen, but now the window is so small as to make the game unplayable. I could run everything in the native resolution, but my computer is simply too slow for that. I think that it may be a problem from graphics drivers. I have the Mobile Intel 4 series Express Chipset Family graphics card integrated onto the laptop if that helps. I am starting to get very annoyed that I can't run my games in fullscreen at this time. Does anyone have anything that could help me in this situation?

Does it work right clicking on desktop, selecting Screen resolution, advanced settings, Intel(R) Graphics Media Accelerator Driver for Mobile, Graphics Properties, and changing the scaling option in general settings?
