I have the exact same problem as the person in the thread directly beneath me, and it does not seem to be going away. I would post in that thread, but it has been locked. Whenever I fullscreen, the bar remains in the middle of the screen.
EDIT: oh well, seeing that someone else had this problem too proves that it's not my fault, it's youtube's. I'll just patiently wait until they can fix it/it fixes itself. If anyone else figures out an actual solution though, I'm all ears.
EDIT EDIT: Actually, youtube has just exploded in wtf comments, so I think they will get on it right away.

Yeah immediately after I locked it it came back.Hope it gets fixed soon.

It fixed again for me as of a couple minutes ago, as if it never happened.
I've heard that it may have a link to the closed captioning system. Don't really know why...

It seems like either it was fixed,turning off captions worked or I haven't been poking around enough.
