He may ambush you. Try traveling around the camp. If that doesnt work, just go start a new quest, and he may ambush you then.

Just go somewhere else and do other quests. It happens sometimes, and they can be extremely difficult to find.

Plus, if they die somewhere out of your sight, you have to find the body to be able to complete it.
