From "cave" to "capital"

After a recent seige on my 4.6 million dwarfbuck fort my mayor was voted out and a new one put in. Having to give him new lodging so he'd shut up, I switched their rooms around. Checking the noble page, I noticed a new option that showed me how far I am to becoming the capital. I'm not even a Barony, but I already have two of the requirements and only need to offer the caravan alot of crap which is strange since I already offered over 5000 in goods, but never gained Barony status.

I'm wondering, upon the next caravan, will I immediatley jump to Barony, or, having offered the 7500 in goods as soon as they get here, will I jump straight to the capital? Will I just have to wait another year after this trade caravan?
