Dwarves not using bins

So my last fortress's file got corrupted and I started a new one. Things are going well enough, but I have run into a problem. For some reason, my dwarves refuse to use bins to hold the crafts they make. I have plenty of empty bins, but they just don't use them. Is there any way to fix this?

Look at the stockpile's menu (with [q] I believe) and make sure that bins are allowed to be used. You can set the amount.

It looks like they're allowed there and at max amount.
