I have played 4 games through to the end of winter and have had no settlers show up    anyone know how i fix this?

if you mean migrants they do not come at a certain time.  Unless you're gone multiple years without any, just be patient

oh, the other games ive played they have allways come at the start of the first winter,  well coolio, ill continue playing through.

I'm not sure if it works this way anymore but I'm fairly certain that at one time, the number of migrants you recieve is proportional to the wealth of your fortress. Could you perhaps have little wealth or little created wealth?

The fall immigration only happens if you manage a lot of fortress wealth.  Otherwise your first will be in the spring.

I used to always have fall immigration, no matter my wealth, but now it's sporadic.  I always have at least 20 immigrants in the spring, usually more like 30.
