Stealth Change?

So I haven't played this game in a few months. And I'm unsure but I was wondering if the stealth mechanics have changed. In 4.03.1 in order to maximize your stealth capability you needed to wear something black. I had started as a professional thief and originally wore a black turtleneck. But now I'm a highschool dropout and can't seem to buy or make those clothes. Is the turtleneck still in existence and if so is it the only uniform that aid's stealth? Could I use a black judge robe instead?

If you level up your tailoring skill, it will reveal more options on the tailoring list. This was one of the gameplay ideas that seemed like a good idea at the time but in hindsight was really not. Anything with "black" in the name will help, but the tailored "ninja suit" and "black catsuit" are the best.
