Not sure if this happens with fey moods or others, but I've twice had a dwarf get possessed while holding the ale barrel, and then hog it while he rants about whatever it is he wants.

I haven't yet seen for sure if he drops it when/if he finishes the artifact.

i generally see them drop things when they get to their shops/wander off to get materials

yeah, they probably shouldn't hang on to anything right from the moment they are mooded out.
