Restricting buildings to outdoors

I know that hives can only be placed in a tile labeled as outside, and that they are located in the raws, but I can't find anything that restricts them to the outdoors. Is that element hardcoded?

As far as I know, it's not possible. You see, while the hive item is in the raws, the hive building is not. The building is where the outside requirement would have to be. There's no moddable tag that forces buildings to be outside, inside, or either.
