Regular explosives car-bomb attacks should be the focus of this feature. Oklahoma City didn't need a dirty bomb.

There could be a sequence for carrying out the car bomb attack, like the one for car chases-to determine if the liberal survives, if the attack succeeds.

For example:

There is a security checkpoint ahead
A-Enter the checkpoint, bluff
B-SMASH THROUGH!!!
C-Abort, Return to base

Select A
You have been let through.

You have reached the site.
A-Plant, time, and leave on foot
B-BOOM!!!! (immediate detonation, You die)
C-Wuss out and leave.

Select A
You are challenged as you exit the lot.
A-Bluff(you escape and bomb goes off)
B-Fight, and escape(escape and bomb goes off, you die and bomb goes off)
C-Surrender(either you die in the explosion, or you crack under the pressure and give up the bomb)

Add Law enforcement patrol car checks as security and heat increase, increase detection rates.

If you are discovered and fight your way in; you are shot at and there is a chance that the gunfire/ramming sets off the bomb prematurely, if the liberal isn't shot to death themselves.

I don't like the car bomb idea as much as hiding explosives inside normal sites, mostly because the latter would increase the variety of a current feature instead of adding a completely new system to balance and maintain (and I dislike significant features that are based on a narrow tunnel of skill rolls). I'm still (nominally) working on that new car chase system so perhaps it could be adapted to car bombs as well.

EDIT: I've started writing code for the bomb system, which'll include Liberals creating their own bombs using the science skill and a system adapted from tailoring clothes. There are two bomb classes, small bombs that are used like Molotov Cocktails and large bombs that are not used in standard combat, and whose use may be decided later. Myself, I'm still in favor of them being used to spice up normal site raids.

Next time you are driving, try driving into the handicapped space next to a building or parking on or next to the curb beside the building. Think about how easy it is and why the narrow tunnel of skill rolls is the best option. If you still don't like it; include a small random chance of an accident caused by some other moron motorist, which could set off the bomb, especially if it is low quality.

To balance how easy/narrow it has to be (because it isn't that hard to drive, as long as you have some kind of driving skill) to actually drive the bomb-car to the location(likely a parking lot); you can stretch out the material collection and assembly process and make it more physically dangerous, expensive, take multiple days and skill rolls, and legally dangerous.

So, you'd include an instakill chance? I hate those. LCS is too much about random rolls already, it's time to include some actual tactics in the game.

(not to mention that the typical siteraid is about killing a bunch of people at the front door. Bombs could provide an incentive to actually risk something going deeper in the site)

Car-bombs are a tactic. Instead of going in Terminator style, your guys make it happen Tim McVeigh style... If they can keep from blowing their own faces off or raising suspicions of the authorities while planning. Liberal Guardian then announces that the LCS takes credit and revenge for crimes against mother earth or something.

The instakill was just a balancing suggestion; I'm not bought into it and I don't like it. A better balance would be removing liberals who are gathering materials and assembling from play entirely, like with the free clinics but with skill and detection rolls, and with more costs to cash funds up front. Failure means perhaps heat, disfigurement, dismemberment, death, adverse effects to public opinion(like when the bomb goes off where it isn't supposed to.)

The reasons to use bombs in an actual site raid would be to: blow up the CIA computer, rescue prisoners, create shortcuts through the map, suicide bomb on live TV or radio, cause damage to Nuke facility, blow up the safe!, probably other uses I haven't thought of.

There's no reason not to implement both, other than costs in time and effort.

No, seriously, car bombs, if they worked how you suggested, would feature very little tactics. It'd be a series of random rolls, nothing more. It'd either be seriously overpowered as Liberals past a certain skill would practically always succeed or fiendishly random with lots of Liberals lost vs gain. Even if it's realistic that car bombing is easy, LCS is a game and games need to be challenging to some degree. Personally, I'm not going to implement the car bombs. I'm fine with someone else doing it, and I might check back to them once I've finished some other stuff I'm working on (including the hotspot-bombing system). However, here's a suggestion to further refine the car bomb idea: Car bombing would be ludicrously easy to pull off if no car bombs have been used lately. After a few bombings, they'd become progressively more difficult as people and the police become more suspicious. This would integrate bombing into other strategies, instead of making them a separate instant political gain button.

Car bombing itself is a tactic. Terrorists do it to influence the public and policy. Since LCS isn't a driving game like GTA or spy hunter; there isn't going to be a tactical driving map mini-mission or whatever, unless you or someone else makes one. As for it being a series of random rolls, what do you think LCS amounts to to begin with? Yeah.

Anyway; police and people cracking down and turning against the tactic is a given, especially if liberals resort to it liberally. This would take shape as more negatives in public opinion, more costs and risks with getting materials(IE tougher security laws on cars/increased police surveillance on cars you would steal to make a good one, more police trap cars, or if you used a car you bought the authorities would know where to start looking.)

I am a game designer, I've played different games and analyzed them all my life. You're right in that LCS is pretty much a series of random rolls - unlike you, I don't think the problem is going to go away by adding more and more random roll stuff. Making the game more about long-term grand strategy would be a better choice, as grand strategy is pretty much what winning in LCS is currently about anyway. The raid system currently has the best potential for adding depth and strategy to the game, so I'm concentrate there. Adding car bombs simply because they exist in real life is pointless - LCS is a game, and everything added should be balanced and fitting with the other features, resulting in fun. Otherwise we'd have a mess of game breakers and horrendously random features everywhere.

For comparison, the car bomb system sounds pretty much like the current chase system (which I happen to hate). You press a key and with some driving skill, you're either guaranteed or practically guaranteed to get away, which is an ok bonus for training an otherwise useless skill. Except that unlike car chases which are a rather minor part of the gameplay, you're rolling dice for political gain that otherwise operates with a much more complex system. Site raids, as I've said, aren't nearly as good as they could be, yet they still feature a lot more good complexity. It has much more depth, much more strategic decisions: At which point to turn back when that reactor is nowhere to be found? Shall the squad lurk the factory front door, kill the first few guys and then mosey out, or go in and also wreck the machines? Shall that stealth guy attempt to release only the founder from the death row or open every single lockup in the facility? These are the kind of choices I want to amplify and add, not choices like "press D to roll driving or C to roll pokerface". And since I've already got my hands full with this stuff, no, I'm not going to implement your car bombs. This does not mean that car bombs are a hopeless idea, but just that they need to be integrated to support the gameplay instead of just existing.
