[38a] "no access to pipe section"

I get this a lot.  There might be a pipe section, a corkscrew, or a block *right there*, but it's judged inaccessible for some reason.  Saving and reloading fixes the problem, so I can't exactly send you a save with this.  Suffice to say, if you build a big pumping room (say, 10 or 20 pumps) and destroy them all at once, then build them on the other side, this often happens.  I also get a lot of "the dwarves suspend the construction of Screw Pump" for reasons unclear.  I avoid those by building them every other tile, so I suspect a possibly related pathing bug, perhaps related to the fact that I of course flooded the room.

More symptoms: sometimes, a dwarf will walk all the way to the blocks, then suddenly stop, ???, and suspend the construction.

Sometimes, for no clear reason, the screw pump location is purple: "no access".  Usually, waiting fixes that one; or, building a floor on the inaccessible location, which usually succeeds just fine, will also make the location suddenly have access again.

All this is for screw pumps only, that I've seen -- never with other mechanisms, walls, buildings, or whatever.  None of this is related to the minor nuisance that dwarves won't move an item that's in the way and is already tasked to something else (that's a bother also, but the symptoms are different).

Are you sure one or more of the pieces aren't tasked for hauling? An object can't be used in construction if it's slated to be moved to a stockpile somewhere.

That has no effect what so ever on why a location is "inaccesible" and turns the construction purple.  Sometimes it's even just inaccessible to ONE type of item, but flip it around or move one tile in any direction (all of which are open floor) and it turns green again.

I wonder if this problem has any correlation to "Cancels [Job]: Dangerous Terrain...

Might be.  I turned cancellation messages back on (by the time I'm doing big pumphouses, that's not really feasible), and "dangerous terrain" is one thing that they complain about when suspending screw pumps.  If there's bogus dangerous terrain all around, then they might not find a path.

Possibly not a problem: sometimes, screw pumps don't get built for a long time.  This might be because there's a bogus lack of path.  Or it might be because my architects are all off partying, so I'm not sure.

I have this same problem. I try to build a ramp, it won't let me because there's floor there. Okay. So I remove the floor and try to build the ramp there. Nope. No access to non-economic building material. Can't build floors either.

Apparently what happened was my ramp stopped being a proper stairway. I think because of bad architecture on my part. Oh well.

That would be a different problem.

My problem is that I take perfectly good ground, put a pump on it, remove the pump, and now it's (sometimes, not always, but fairly often) dangerous terrain.  Saving and reloading clears that and the sandstone floor becomes no longer dangerous.
