I believe the agreement was that Space Inc. was going to cover some of the mineral cost, along with the construction.
No formal agreement has been drawn up yet as we don't know the eventual mineral costs associated with the project or how many PDC's will be completed. Certainly Space Inc. will donate some minerals to the cause, as I'm sure will all participating nations. We're willing to donate our entire construction capacity to the project if need be, and can handle the construction of the PDC's while member nations proceed with other more important projects.

The Greater Chinese Empire feels that multiple decentralized defense grids will be more effective and less vulnerable then a single large one. We intend to build our own anti-missile bases, and use them against any missile that is at risk of hitting Earth.

As I said before, Space Inc. is willing to manufacture the PDC's in pre-fab form and transfer the parts to other nations for final assembly. By offering to construct them we are not saying we wish to retain ownership of them in perpetuity.

Having a large number of PDCs would be perfect. However, if they are to work against eveyr missile, we need to sign a formal alliance between all of us...

Another alternative would be to let the UN (a new Empire) control the MDI. Each nation would of course be free to build its own PDCs.

Given that the entire purpose of the Intastella Lawmakers is to be the space police, The Lawmakers would be happy to administrate the MDI. The lawmakers also approve of the idea of a security council, open to all who wish to join.

Well, I don't think any of us would like anyone of us controlling the MDI. A UN control is the best situation. (Gamewise, we need to be ally to shoot missiles down. So the best way is to have an UN empire which is allied with all of us, and that only have a bunch of PDCs. Otherwise we cannot go to war or even have strained relationships.)

It's too early to call this LP deceased, but if it doesn't end up resuming I'm considering a similar one. I already have a scenario laid out.
