Well, I found what seems to be my ideal embark site. Volcano, ocean,  But the only source of water is an ocean. I know that you need the container for water to be entirely constructed. Anyway, I want to know how to prevent the water overflowing into my fortress.

Water will not rise above the source, so just build the pump a level below the top of your cistern.

What I usually do is build an above-ground cistern, fed by a windmill-powered pump.  Dwarves get fresh water from wells built above the cistern.  There's no danger of water overflowing into your fortress because the freshwater cistern isn't open to the fortress.  You will need to build a protective wall around it so the dwarves can get water safely.

If you have an aquifer it's rather easy. Just channel a hole into the aquifer (from a square that is not aquifer, of course.) and it will never overflow since it's creating and draining water at the same time. It will reach 7/7, so build an escape stairway next to it just in case.

My current fortress has an ocean that has to go up two levels to my aqueduct. Technically that's one level higher than necessary, but I built the Aqueduct over the top of my main area so I don't have to deal with it being a pathing problem.
