Any way to mod missing stuff? 31.25

So far I've figured out how to at least get Elves and Dwarven cities to show up in adventurer mode , however I'm struggling a little with the
Goblins (who seems to be living in Dark Fortresses).

What I have tried so far is to add them by using the tagg Fortress , but that obviously doesnt work.
Any suggestions?

Is there any off hand ways to add the old Dark Fortresses and modified elven towns that where avaibable a few releases ago?

No. Currently all you can do to the other races is give them the human settlements.

I think it's the way towns develop now. In the beginning, people move into a town. Then they start producing tables, which results in more and more tables. Soon tables represent a significant portion of the population, they start lobbying for new laws and regulations, putting people to greater and greater disadvantage...
