Drinking dwarves will haul barrels when labor not set

1) Turn off food hauling on everyone.
2) Make a food stockpile somewhere, while all the drinks are still in the wagon.
3) Let people get thirsty.

They'll go to the wagon, grab a barrel, drink it up...and then take it to the stockpile.

Expected:  They set the barrel down once they're done drinking it, because they have that hauling turned off.

Dunno if this is really unintended behavior but it was unexpected to me.  Might not be a bad thing...

They will haul barrels away from the wagon if pushed away while drinking. I suppose they just look for a spot to put the barrel, and since the stockpile's there, they just take the barrel to it.

There are a few places where they'll attempt to store any item they are carrying to avoid creating clutter, but it's sort of haphazardly implemented.
