They do not. Check the raws.
If you play genesis, it's because deon made them have beards. By default,. female beards are disabled.

I thought there were male elfs?  Am I wrong?  I swore I found a few.

Cacame Awemedinade, for instance.

No, no, no. Those were not male elves, they simply had more masculine features. :P
Also, I have girl beards, and seeing as woman beards are a topic of debate I won't comment :P

But.... kolbalds usually get wiped out within the first few years of world-gen. They are apparently rinky-dinky rat/lizard men that can't talk, steal from people, and thusly get prompty genocided by every other sentient creature nearby...

Actually, no. They die of starvation due to carnivores being bugged. If you remove that problem they get along just fine.
