[38a]refugees standing outside of a town for months not

The were 3 groups of one guard each. All of them went right next to ghost town, then 1 of them when into the town but the rest are just standing there. It's been over a month and they haven't moved.

I'm not sure they have anything better to do right now.  Migrants are sort of ill-formed as of yet.
