Under the current system, it's very hard to get heart high using that method, since conversion happens when heart is greater than wisdom +3 or +4.  If wisdom hits 0, heart will never get high enough to make a convincing conversion.

Also, even if the heart and wisdom are adequate, there's a 1/4 chance only, right?

EDIT: And about the title. The safest chain of command in the latest version is to hire people to the recruitment cap, boost their juice past 100 and kill the founder. If you're having the same bug I am, you'll have several leaders.

Indeed! Of course they could denounce each other. Something like that happened to real life Left-wingers (although not terrorists) a few decades ago. Also:

I thought we were the Criminal Liberty Squad?

Turns out wu're both wrong, our charter says we're actually the Squad of Criminal Liberals.

You used to get agents infiltrating university left-wing groups in the McCarthy days (this probably has or does happen everywhere though, the authorities just like snooping too much). The way to tell them apart was that they adhere to marxist/leninist doctrine too closely though, with a literal (and conservative) interpretation of the written sources, with no personal spin, as they are learning 'what liberals think' from a conservative playbook, though their unusually 'doctrine' interpretation can be mistaken for their personal touch.

They would often rise to control those groups, and push it towards a pro-Stalinist position (as a love of the soviet union was believed to be a key left-wing trait), thus scaring away moderates who might have been sympathetic. They would accuse the existing members/leaders of not being left-wing enough, for questioning the sleepers extreme views.

Two of these operatives working together could effectively take over any group by vying for power between themselves, thus polarizing the rest of the members over which of the 'leaders' you support.

Maybe there's a gameplay idea or two in there. Dealing with CCS sleepers would be scary though, and make chain of command riskier. Sort of like in X-Com where you don't know who will mind-controlled by the aliens until you get the right tech.
