Economy should be returning Soon (tm) since we're in the Caravan Arc right now, and that's the most likely place to put it.  From what I understand, a lot of the issues could be solved with dormitories though.  Still, dwarves were only paid for producing things, so your armorsmith would be lounging in a palace, while your soldiers slept outside, and haulers starved.  Toady has, at one point, mentioned more domestic means of income, like tavern bards and haulers for nobles who are too hoity to haul their own socks, as well as pump operating and regular hauling.  You could realistically set up a large looping stockpile by building two stockpiles, and assigning each of them to take from each other, resulting in an endless hauling loop.  This could pay for some basic accommodations, but as previously said, stuff in the fort gets really expensive really fast.  A -bed- instead of a bed will double the value of the smallest bedroom, and having nice things just puts everything out of reach.

It would be amazing, and I sooooo want to see it happen, but until there's some easily-accessed means of income for the common dwarf, then it's going to be broken.  It'd help to have supply and demand as well, because rooms have a static value.  If this value changed depending upon demand, then it might work.  A single room worth 100 dorfbucks might skyrocket to a few thousand, but a few dozen rooms of the same value, with only a handful of dwarves, and they may rent for a few pennies.  If THAT got in, then you could stabilize the market by over-producing everything.  Free room and board, free socks!

Either way, economy is currently DISABLED as of .25 (in fact, everything after 40d) and the init still has a place for it simply as a spaceholder, because it will be used eventually.
