So, I put several caged elk birds in a little outside room.
It had fortifications to shoot through.
Why aren't my marksdwarves shooting?

Also, I used the lever to release the birds.

Not sure what exactly you mean here.  You are wondering why nobody is attacking the birds?  Probably because they are not hostile.  Your marksdwarves don't see them as a target, so they don't shoot.

No. That's not why.

Caged creatures are considered almost as objects in a container. The interactions are limited, they can't get out by themselves. So you can't shoot them while inside a cage. They are not considered a threat.

Also, I managed to solve this.
I found out that my marksdwarves are STILL unable to shoot from fortifications unless they're directly AGAINST the fortification.

Well...  yeah.

But actually they will shoot through fortifications they are not next to if their skill is high enough.  I think it needs to be Legendary.

If you have them stationed, they need a line of site to the target to fire. If you use defend burrow, if one dwarf sees it, the rest will try to get as close to it as they can, then will fire bolts.
 Kill orders ignore LOS for some reason, but its still useful. Except if you forget you put them on a kill order.
Easy trick is to just place a animal on a restraint next to the fortifications. When target is released it gets spotted. So if target zone is part of a defend burrow, archers will rush to it if their schedule that month is to defend that burrow.
