Not sure about earlier versions, but it definitely works in .25, as I've used it more than once since I discovered it (in the cistern build I mentioned above).

I just did a test in 31.25.  Eight walls, two with the restricted tile on the east, two on the west, two on the north, and two on the south.  The walls with the restricted tiles on the south and east were built from the north and west, but that's what you'd expect from the normal build direction preferences.  The two with the restricted tiles on the north were built from the north, so the dwarves ignored the restricted tiles there.  And of the two with restricted tiles on the west, one was built from the west and one was built from the east.  So it appears that setting restricted tiles on the side you don't want dwarves to build from doesn't work reliably.

It's not what you're asking, but if you're digging stone plugs just channel out the orthogonally connected flooring (N E W S) and leave diagonal intact. Diagonals won't support the plug, but miners can jump diagonally. Just don't dig out the last tile before you construct your support.

I wonder if it is based on how they path to the construction site?  In my case, they always have to walk over the construction to stand on the "bad" side, so Restricting that should work reliably.  If they path to the Restricted side first they may just say "why move two more tiles, I'll just build from here".  I guess I'm gonna have to do some !!masonry-science!! :)
