Dwarf X cancels Store Owned Item: Item inaccessible

I'm being spammed by this...Why?

First question:
Is the dwarf in question restricted to a burrow?

Second question:
Does the dwarf in question actually have access to the item in question(locked door, raised bridge, etc)?

When something isn't quite dorfy enough, just add magma.

They're not restricted by a burrow, but there is some stuff that's unreachable outside, but I don't know how it belongs to them, it was from a another dead dwarf.

He may have discovered it and claimed it as he was on his way to it.

Well ok. Great now I have an idiot dwarf who wants to go into the caves with 6 forgotten beasts to get a shoe -.-
