Assigning burrows to a single dwarf

OK, I want to have just one dwarf go to a specific place in the fortress.  I've created the burrow at the place in question, and have assigned the dwarf to the burrow.  Yet he doesn't go.  What am I missing?  If I make that the active burrow, then doesn't EVERYONE go there?

A dwarf won't go to a burrow reliably unless he has something to do in the burrow.  Burrows don't control where a dwarf can go, they just control what buildings and objects he can use.  Build a lever in the burrow, set the permissions on the lever so only that dwarf can use it, and then set the lever to be pulled repeatedly.
