LOTR dwarves actually smoke "pipe weed"  just what pipe weed is is not really gone into, but it was developed by hobbits according to some of Tolkein's work, and considering Hobbit proclivities (eating all the time, very mellow) I think it was more likely marijuana than tobacco.

Sorry to go all nerd-pedant, but Tolkien says in the introduction to LotR that it's tobacco.

I could imagine elves smoking in the "all crowd around in a tiny tent and throw a bundle of herbs onto some hot coals" way. I could also imagine them pricking themselves with poison/drug soaked wooden needles, like some Amazonian tribes do. I can't imagine them doing it for purely recreational purposes ; they're one with nature, and all that, so it'd probably have some sort of spiritual or personal betterment goal to it.

Dwarves I can't really imagine using any drugs but booze, pipe baccy and perhaps some sort of chewing or dipping baccy ; and it wouldn't be a recreational thing so much as a constant, unquestioned part of their diet, constantly, without stopping, all day long.

No offence to the mighty cultural and scientific achievements of the proud goblin and kobold peoples, but I can't imagine them managing to do anything more than getting drunk on half-rotten fruit and nibbling on the occasional toxic plant.

Humans attitudes, whether by individual choice or cultural norms, would range anywhere from militant abstention of everything to total animalistic abandon, which is one problem with ETHICS in the raws... where humans are concerned, all those ethics should vary wildly depending on which tribe you happen to be looking at.

I still maintain that dwarves would be more likely to use psilocybin rather than any plant based drug, given their clear preference for cultivating funguses
