It would be like world gen, as someone else said. So things would be stored all numerically. It would probably be more of a new game mode though, "emperor mode", where you control an empire.

Right, because what this game needs is another new mode.

Everything is stored numerically. Pathfinding procedurally generates paths so that the dwarves can move in real time. Even without real-time gameplay you would still need pathfinding or else nothing would get done and dwarf fortress wouldnt exist.

Well if there is nothing moving, then no pathfinding is required. Even if they are moving (caravans etc.), there is going to be a lot less pathfinding going on.
