[33f] Custom setting stockpile: Finished Goods not worki

I've created a custom stockpile set to certain Material Finished Goods only. I've told my dwarves to take from my main Finished Goods stockpile. But, after several seasons, the stockpile remains empty.
I don't have this problem with my custom furniture stockpile. The dwarves will happily take statues and such from my main stockpile to my custom stockpile (next to the jeweler's shop) But I just can't get them to move Finished Goods of any sort.

Do you have finished goods of the quality level and item type permitted in the stockpile settings?

Yes. The stockpile is set correctly, I know this because once my primary stockpile fills up, then any newly created items that match the criteria for my custom stockpile begin to go into the custom stockpile (Just found this out last night). The problem is, the Dwarves seem to be ignoring the "Take from Stockpile" command for my finished goods.

My custom stockpile is currently set to accept all Materials and Qualities, But set to only accept Goblets. The stockpile it's taking from is on a different Z-level, and was previously set as my custom furniture stockpile (set to accept Statues and happily taking from my main stockpile). I was having the same problem with Totems in a previous fortress, and that was a freshly created custom stockpile all on one Z-level.

Do you, maybe, have another pile set to "take from" your main FG pile? Only one pile can "take from" a given source pile at a time.

I think you have that slightly backwards.
Any number of piles can "take from" any number of other piles provided that each pile doing the taking is only "taking from" one pile.

I.E. Four different piles can "take from" the main source pile.

At least that's how I last understood the take from option.  I don't think it's changed since the 2D version.

I've just done some testing with a new fortress on a new computer, with a clean install directly to 33f. I've made two stockpiles, one is my main Finished Goods stockpile, it accepts all Finished Goods. The other is my custom stockpile set to only accept Scepters of all material/quality and set to take from my main stockpile.

Almost as soon as a scepter is created, it is taken from my main pile and put into my custom pile. It would seem as though everything is working as it should be. But as soon as I create a bin, and it's introduced to my main stockpile, there is a problem. The Dwarves actually grab all the scepters from my custom stockpile and begin to shove them into the bins in my main stockpile, completely ignoring the "Take from Stockpile" command. Strange.

It would seem the problem has something to do with the way bins work and not with the actual stockpiles themselves. Either way, I think it's a bug. Can anyone reproduce this on their end?

I don't remember how it works, but I know items like to be in bins, because it frees up stockpile tiles for more items, and that might override the take-from relationship.  It could wait for an empty bin to be assigned to the pile, maybe.  Also, it's sort of messy to get bins from one pile to another, because your general finished goods pile would have mixed bins, and the other pile wouldn't want those, but it would be a lot of jobs to take items out of the bins and move them to other bins.  Probably a lot more work on how the jobs handle items within a pile related to another pile needs to be done before this can work out reasonably.
