Extinction of civ

There's been a lot of talk about this but I still can't find a definite answer. Is it impossible for the civ to become extinct? In my current world, the Dwarves seem to have no forts or important leaders... then I get the caravan and liason still. After checking legends, it seems the capital of Dorfdom is still standing with a tiny population almost as if the game purposely keeps it alive. I want to seal myself up as the last bastion of Dorfkind!

I think it's the way towns develop now. In the beginning, people move into a town. Then they start producing tables, which results in more and more tables. Soon tables represent a significant portion of the population, they start lobbying for new laws and regulations, putting people to greater and greater disadvantage...

Civs can and do go extinct, but the migrant waves and caravan for the first year will always arrive. (Autumn, Winter)

I accidentally seemed to stumble upon a solution to this.  The thing is, dwarves eat.  Take a lesson from the kobolds, and starve the dwarven civ.  I can't recall the exact tokens, but if you mod out [FARMING] or something in the entity file, then the civ will consist entirely on stolen and traded food.  If this is very low, they all starve in year 4.

I haven't tested this, but in previous attempts I removed the caverns and my dwarves had trouble due to lack of mushrooms.
