For some odd reason, dwarves are coming to my clerk during their breaks. I don't know if this is a bug or a feature, though I wouldn't be surprised if it were a feature, since she loves to debate issues and ideas.

It doesn't cause any problems, it just seems a bit odd.

The Mayor is supposed to help act as a mediator, comedian, and all around psychologist for your fortress, or so it was said.  Maybe she's finally getting around to doing her job and making peole feel better when they get down.  Then again, maybe she learned these skills at some point and now anyone with those skills can use them to help others.
