Yes I know I can't manufacture crystal glass.

But for some reason I can't order my jeweler to cut the crystal glass I've been importing from the mountainhomes (making crystal glass gems counts for mandates right?).

Use the Job Manager screen, you should be able to command crystal glass to be cut through that.
