Edit: Looked into it a little bit more, and came across the Prolimatech Megahalems. Decent price, and it's gotten very nice reviews. This looks like one of the best options for air cooling. There's also this which looks like it might be new. I'm not sure if either of those come with fans, if they don't then it's not such a great deal. Good fans go upwards of $10. Your choice might also depend on your retailer, they usually have much more limited selection and you'll probably want to shop around.

Listed for convenience, sorted by most to least recommended
Prolimatech Megahalems (or similar, best performance overall but very slightly louder than Noctua)
Noctua NH-D14 (The best in terms of noise while still keeping good performance, but in the highest price range)
Anything Zalman (Range of prices and performance, the CNPS10x quiet series are good)
Corsair A50(Also A70, A50 is a good budget option with reasonable performance)

I also suggest the H50, and the H70 if you have money to blow. Stellar performance for their price.

From what i heard, the stock cooler for the CPU is good enough.

Often is, but if he plans on overclocking these are a must.

And with a better cooler, reliability and lifespan will improve by lowering operating temperatures. The effects of that are obvious enough.

If it's not on a Sandy Bridge architecture, make sure you have a good motherboard first.

Go into bios and adjust the FSB, a few MHz at a time. Use the ram offsets if you need to. You can often push an overclock further by adjusting vCore a little, but it'll shorten your CPU's lifespan and can brick it if done wrong.

There's more to it, of course, but those are the basics.
