So, Goblin siege comes, My marksdwarves are in the tower keeping the goblins pinned down so my dwarves in the field can get back in time. I assigned all of my citizens to an indoor burrow and... There are 15 or so of them running laps between my front door and an arbitrary spot out in front of the fort. They are not picking up anything or performing any noticable task. I want to raise my bridge without leaving half my fort to die... Help?

even though you said you used a burrow, you must not be using it correctly.  the only reason this should happen is if you've got something thats at the front door scaring them away when they come in.
