What orders for fotress guard?

Hi,
I'm trying to setup my police force, but I'm unsure about the orders i should give them, in the schedule.
Should i set them to patrol?

you can make a schedule for them to follow, or just tell them to "station" at a place.

But if I tell them to station, or train, will they run around the fortress, enforcing justice, or will they end up useless and stationary?

technically your dwarves will always follow the "law", but nobles can have someone punished for breaking a mandate, such as:
 a) trading away an item
 b) not producing an item (this is kinda random, and mostly just gets one of your main metalworkers/masons/whatever beaten/jailed)

they will also be punished for
 c) harming others of the same fort (during a tantrum, for example)

the military don't do anything about these, they are mainly to kill other threats (goblins, forgotten beasts, etc) so... yeah.
the captain of the guard does the beatings, it's much better to have a jail though (otherwise you might have some dwarven corpses left...)

He knows what he's talking about, really. Use a jail. Even a cripple Captain of the Gourd is lethal - mine was a cripple without his left elbow and right foot, so he used his only arm to prop himself up with a crutch - and he still killed a glassmaker, because my mayor liked clear glass.
