when you go the the stockpile setting -> food setting, you can press ''u'' to enable or disable prepared meals.
EDIT: Animal stockpile has the same thing for empty cages and empty animal traps. They are shown below the items you can enable/disable

This can happen if you turn off barrels/or reach the limited number of barrels in the food stockpile, the dwarves are stupid and put the barrels of food in the drink pile.
