My fortress currently has a population of 82, but my expedition leader hasn't become mayor yet. Isn't that supposed to happen at 50 dwarfs? Are nobles working properly in this version?

As I recall, your liaison has to show up, see that all is as it should be for a mayor (which includes conditions other than population, among them exported wealth) and then he'll bug you to nominate a dwarf to become mayor. Once you do that and he leaves safely with the caravan, gets to the mountainhomes, and gets back safely, you have a Mayor

That's Baron. Mayor just sorta happens automatically. But it does not happen when it SHOULD... atleats not for me, any time. However, I think this ie because mayor elections happen at the begining [?] of the year, so you won't get one until the begining of the year rolls around and you meet the conditions.

Mayors get elected at around the 15th of Hematite, the beginning of Summer. If your population was below 50 at that point, you'll have to wait until next year.
