Seems that screw pumps are capable of generating new water when setup in a feedback loop. Archive has descriptions of the setup. Basic run down is a screw tower next to a Isolated cistern ~5 x 10 x 15. One of the screw pumps has a loop from its output side to its intake. I was going to use this to power a few shops. Much to my suprise it actually generated enough new water to fill the cistern in under a game month.

It shouldn't be that hard to figure out from the diagram.  I'll take a look at it at some point.
