Thieves can (and usually do) escape. Soldiers usually don't.

That depends.  If the cage is directly next to (north/south/east/west of) the open pit, then they'll only escape about 25% of the time (give or take 20%).  My pit room always has military squads moved there (stationed) during mass pit operations plus there are a 3-deep set of cage traps lining the corridor leading out of the upper room.

(And the magic answer for Z-levels is 10+ for fairly sure kills, 12+ for certain kills.)

I use 5 deep, but I use this to train my marksdwarves. 1 z-level above the bottom (which is filled with spikes) I have a wall that is pure fortifications. When I dump enemies into the pit, I station my squad of marksdwarves there so they pincushion any survivors.
