Why are jugs filled with liquid food stored in the finished goods stockpile instead of the food stockpile?

The short answer is "it is a bug".

The longer answer is that dwarves can't remove food from jugs for eating, since they aren't a form of bin/barrel/pot, but rather a tool used to collect food.  This is similar to the difference between a bucket of milk and a barrel of milk.  The tool is used for collection, while the container is used for storage.  It would probably make more sense to have the filled tool go in the food stockpile, and for dwarves to be able to eat/use food directly out of the tools rather than having to move them to a proper container first, but that isn't how things are set up.
