^He means that it will give meat every 10 butcher results instead of 10% per butcher result. (well, something like that at least)
Which could be exploited but food and wealth are the 2 most common thing in most fortresses so I couldn't call it a very big exploit

But you don't just butcher 10 times to get 1 piece of meat...

In a 100-dwarf fort, you need 800-900 food per year to feed your dwarves.  A 10% chance of meat means that you're going to have to butcher an average of something like 9,000 creatures per year that your fortress is running.  (Five years of that, and you're at 45,000 rabbits to feed the fortress.)

Again, when you just plain scale it out to the sort of numbers we are talking about in a fortress beyond the first few months, the quirks of a random system are completely overlooked.
