Go with the bluemetal, Artifact weapons don't get anything more than masterworks other than hit chance.

Both are more than enough for the common fortress' needs (gobbos, gobbos, more gobbos). Now the modded fortress? Not sure. I'd go with the candy myself, though.

Anyway, you should give the artifact to a dwarf of importance (militia commander, possibly the mayor if he is a badass axedwarf), and the masterwork to any axelord you have.  That's generally how I portion out weapons.  In the end, even against enemies in iron armor you'll probably be good to go with either weapon, as long as your dwarves are clad in steel.

That came out wrong.  I was thinking how incredibly dwarfy it would be to eat steel.

Adamantine axe is better, i think it can more easily kill BCs or hard inorganic FBs/Titans, say, like towering quadruped made of steel.
They were a pita once, but afaik with some of the new fixes they die pretty quickly in combat.
Also as stated above, both are overkill against gobs and trolls.
