You can hide automatic weapons like the M4 and the M16 as if they were just knives or pistols

Were you wearing Police Body Armor or Army Body Armor? If you were, then those firearms are part of your disguise.

I had just started the game, I was wearing a turtleneck and I stole some assault rifles from the Military Base. I equipped them both and they both acted as if they were hidden.

Wait. You were wearing a black turtleneck, and the assault rifles were green? Were you in a restricted area (IE an area where you need to fade into the shadows or act natural just for being here)? If not, keep in mind this is the USA, so walking around with an assault rifle is (unless you are at L+ gun control law) perfectly legal.

At C+, all weapons are legal everywhere. Assault rifles are restricted at C, IIRC, and below that it becomes a lot more dependent on uniform.
