Would the X series be counted as 4x?
I believe they are more of a space sim than 4x but still they do satisfy those needs.

Only thing in common is the letter X there.

Civilization and Master of Orion were the original 4X games; most faithfully, a 4X is turn-based strategy focused on domination of the world or space through ownership of resources; and I'd say the line definitely has to be drawn, at the very least, in games when you control one unit like the X series. Pretty sure the endgame of the X series isn't even galactic domination, in fact, but didn't play it for long.

It can be. You can build your own ships, and stations, and then go to war with different factions...

EU3 Divine Wind removes the pixel shader requirement.
