Natural skills not working properly in .22?

In .19 I started a mod, and stuck with that version until today. Before, a modded creature had the lines

[SWIMS_LEARNED][NATURAL_SKILL:SWIMMING:1]
[SKILL_RATE:SWIMMING:200:0:0:0]<^leaves 100XP to Adequate
[UNDERSWIM]

and this worked well. Now, after copying the creature and its related parts over to .22, it starts at Dabbling with 0 experience. The skill gain still functions, but it doesn't start at the correct skill level.

Anyone else had this?

I am trying to make chickens lay bees as eggs. So far it only produces a single "Tame Small Creature" when a hen lays bees.
Honestly at the time, I didn't see what could go wrong with crowding 80 military Dwarves into a small room with a necromancer for the purpose of making bacon.

Report it.  Looks like we're getting a .23 bugfix in the next few days.

It didn't work for me as of 31.21

The creature must have CAN_LEARN, does it have it?

Yes, mine have it, and the effect occurs with INTELLIGENT creatures as well.
