Copy the baron raws, make [APPOINTED_BY:MAYOR].  This should be very obvious if you take a good look at the raws.  It's in entity_default.txt btw.

Hum, ok, how do you mod in custom nobles like the ones that used to be in the 2d version?

Mason's guild.
Miner's guild.
Metalsmith's guild.
Basically guildleaders.

I'm not sure what those did, I never played the 2D, but I don't think you can replicate them right now.  If you could, someone probably would have by now.

Basically, they made targeted demands and were a balancing factor in the original economy.
The masonry guild leader would demand 10 masonry jobs (of any type), which would employ (impliedly) his guild members. That way, unemployment would go down and the dwarves would get paid their wages. It forced you to demand the services of your dwarves. Also he demanded an office, which usually got made into a "guildhall." There was one for each of the major dwarfish pursuits.

Ah-ha.  Well, no, can't really do that...  Mandates are based on what the person likes, not what the fort needs, so they aren't really workable for that purpose...  Guild Masters will likely come back when economy comes back though.

You can use custom nobles to make a prison fortress however!

Make a noble position that allows many mandates, and make the noble position be appointed and immune to punishment. Also allow as many of that position to be appointed as you like.

Call that noble position warden.

All wardens will be above the law. All non-wardens will be beaten or imprisoned at random.
