I heard about the starving bug with elephants but I want to farm them, is there a way to do this currently? Maybe without taming?

No.  It's a bug in the raws.  Without editing those raws, the bug remains.

You could conceivably butcher the elephants faster than they starve but after they reproduce. This will both keep the herd small and keep your meat stocks high. But beyond that, I don't think it'll work out; I'm not even sure if elephants can survive worldgen.

They survive until they have been tamed, at which point they don't wander off the map to forget they must eat constantly...

I've been getting elephants on some maps.

I think if wild Elephants can be bred it might work.

I have modded my elephants and rhinoceroses to have [GRAZER:30] but they STILL starve to death

I believe that [GRAZER] works the other way, specifying how much nutrition the animal gets from eating a tile of grass.  Try going the other way.

Wild elephants don't eat.  Cage-trap some wild elephants and then release them in a sealed room.  Wait.  Eventually they'll breed and you'll have more elephants.  Cage-trap them again.  Tame the ones you want to butcher, then immediately slaughter them before they starve.  Release the breeding stock back into the sealed room, repeat as needed.

Or you could (try to) chain them up in individual rooms in a tower like so:

And there's a twenty z-level drop under the bridge, at the bottom of which lies several butcher's workshops and a tanner's workshop.

It will probably take multiple escaped elephants to chain them all, but it will be worth it.

Use wild elephants and build an auto butcher that drops them on a spike next to the butcher shop.
