Splints and Casts

To fix a broken limb, do I really NEED plaster powder, or do I need splints only? Or both?

A dwarf just fell my pit of doom(luckily on a spot where it isn't as deadly a.k.a. the emergency stairs for diggers) and broke both arms and theres no reagents for plaster powder on sight!

It's treated as completely normal because this is Dwarf Fortress.  There's absolutely nothing wrong with surrounding yourself with a wall of flames, only to later realize that you're surrounded by a wall of flames.
There's nothing that can't be solved by hurling fifteen roc birds at it.

I've heard casts will let the wound heal faster, but they are bugged and it's just easier to use splints. I've also read that splints can be reused, but casts cannot. I can't personally confirm either of these, however.

Plaster powder needs to to supervise the doctor in applying the caste. Splint do everything that a plaster powder caste does but marginally slower and doesn't require to to forbid the entire stock of buckets and watch your dwarves' movements closely.
