So, my man has a waterskin full of wine and he's dehydrated.  Do they not think to use the provisions I made for them?

I actually prevent any flasks, waterskins, and backpacks from getting in my military's possession.

I hate when they dump food that they own everywhere.

This doesn't seem to happen with liquids.  And on further looking, it seems like they get dehydrated, go off-duty to drink, realize they have booze right there, then go back on duty.  I like this, maximum active time :D

My military behavior was to put their rations on the containers in the barracks and let that there until it rot and flooded the place with miasma.

I'm not sure, but I think this happens when you have a marksdwarf on a squad schedule with hunting enabled.

I had a squad of marksdwarves/hunters on a rotating training/inactive schedule, and everytime a month ended, they would dump all their gear and food, leather up for the outdoors, shoot a doe rabbit and change back to plate once the moth is up.

Once they grab the backpack, they'll get new provisions as well and happily ignoring the old ones they claimed. Buncha wasters.

I've heard if you place a chest in their room, they'll store their food there.  Stands to reason, if they're in their room and get hungry, they'll grab the closest food, right?

Just put 7/10 of the squad on duty. This means 3 dwarves will be off duty at any given time. They can booze/eat/sleep on their own.

I don't allow my dwarves to carry rations at all. Instead I just let them grab stuff as needed.

That's tough, because I've got 1 soldier.  He's clad in full Addy and he's fighting elves.  I don't need any more soldiers!

No, they will put the food there and let it rot. Seriously, they don't eat it, they just waste it.

Then again, I only put backpacks on melee soldiers who are always in uniform.  Marksdwarves only sit on the battlements, they can run back for food anytime, it's the axers who need to sit on patrol for long times and fight constantly.  Since they always carry the backpack, then eventually they eat it.

They can booze/eat/sleep on their own.

Dwarf Fortress: The only game where "booze" is a verb.

Nah, that's common.  "Let's go boozing."  Not common in games, but I've played a few maritime games that involved boozing.
